[Korea Blockchain Industry Association Submits Opinions on Amendments to Tokenized Securities: Suggests Central Bank Participation in Node Operations] Odaily reports that the Korea Blockchain Industry Association (KBIPA) has formally submitted its opinions to the Financial Services Commission of Korea regarding amendments to laws related to tokenized securities. The submission includes nine main amendment suggestions and ten technical revisions, along with six additional suggestions for future legislative consideration. These include expanding the scope of participants in distributed ledger systems, allowing qualified third-party technology companies to operate verification, consensus, and query nodes, while retaining the authority to record securities information and the responsibility for ledger management within the existing participating institutions.
Furthermore, the KBIPA recommends allowing settlement asset issuing and clearing institutions such as the Bank of Korea to participate in node operations to a necessary extent, reserving space for future securities-vs-pays (DvP) settlement. It also emphasizes the need to clarify procedures for changing distributed ledger operating standards; if an existing ledger no longer meets regulatory requirements, tokenized securities should be allowed to migrate to other compliant ledgers rather than being directly converted into ordinary electronic securities.
