[OpenAI Releases Community Contract and Compute Campus Policy Blueprint, Committing to Pay Full Costs of Electricity and Infrastructure] According to Jinse Finance, on November 5th, OpenAI released two documents: the "National Community Compact" and the "Compute Campus Policy Blueprint." The former stipulates that each of its future owned and operated computing campuses will have a local contract, committing to pay all electricity and necessary infrastructure costs, providing financial guarantees before major expenditures, developing water plans and prioritizing closed-loop or low-water cooling, disclosing site-level water and electricity usage, construction plans, and independent noise assessments, reporting annually on contract fulfillment and local recruitment, and not signing confidentiality agreements with public officials. The latter recommends that federal, state, and local governments develop rules for the industry requiring large electricity customers to bear additional grid costs, disclosing tax incentives, and making them recoverable in case of developer non-compliance. The document continues the Stargate community commitments from January: Effingham County, Georgia, will provide $4.8 million in grants to cover free school meals for 14,000 students; Pike County, Ohio, will receive a $6 million commitment from OpenAI and SB Energy for childcare; and OpenAI and Georgia Power have agreed to cut up to 1,000 megawatts of power during periods of high demand.
