[OpenAI Releases New Commitment to AI Infrastructure Construction, Proposes Developers Bear Energy Costs and Guarantee Community Benefits] According to a TechFlow report on November 5th, OpenAI released the "National Community Compact" and the "Compute Campus Policy Blueprint," proposing to strengthen community participation and cost-sharing mechanisms in AI data center construction. This aims to ensure local residents can participate in project planning and share the economic benefits of AI infrastructure.
Under the new commitment, OpenAI will establish independent community agreements for its future self-built and operated computing campuses, promising to bear all electricity and supporting infrastructure costs, providing financial guarantees for the projects, and publicly disclosing water and electricity usage, noise impact, and annual recruitment information. Simultaneously, the company will collaborate with local unions, training institutions, and businesses to create employment and business opportunities for community residents.
The policy blueprint also recommends that federal, state, and local governments require large electricity users to bear the costs of their new power grid installations, establish a public disclosure system for energy, water, and employment information, and set up corresponding recourse mechanisms for developers who fail to fulfill their commitments. OpenAI stated that this move aims to integrate AI infrastructure development with the interests of local communities.
