The French National Assembly unanimously rejected the revenue section of the 2027 national budget in its first reading, with 458 votes against and 0 in favor (2 abstentions). Following legislative procedure, the government will submit the initial draft budget, excluding the amendments proposed by National Assembly members, to the Senate. Three previously passed amendments concerning cryptocurrencies are temporarily suspended. The National Assembly had previously passed three amendments: a tax on cryptocurrency-to-stablecoin conversions; a requirement for taxpayers to declare self-custodied crypto wallet assets exceeding €100,000 (approximately US$112,000) at the end of the year; and a significant increase in the maximum penalty for crypto platforms failing to cooperate with tax authorities' investigations from €10,000 to €50,000. These proposals may still be reintroduced during the Senate debate, which is expected to begin on November 20th and formally review the revenue section on November 23rd.
