Binance disclosed the technical details of the North Korean hack [Figures 1, 2, 3]. It was a typical social engineering attack; the system was breached through infiltration of people, not technical skill. So don't be surprised that North Korea, a country with a relatively underdeveloped internet infrastructure, has such skilled hackers. Because they rely not on technology, but on infiltration of people—something North Korean intelligence agencies excel at. Highly skilled hackers often work alone, rarely forming deeply collaborative teams. Who manages the money and private keys becomes a huge problem. A single, highly skilled hacker cannot be proficient in everything. For example, someone might score 90 in technical attacks but only 30 in social engineering attacks involving people. This weakness limits their effectiveness. But North Korean hackers don't have this problem. Even if each individual's highest score is only 60, they can assemble a team with all skills at 60, and with sufficient manpower, they can attempt attacks on every aspect of the system.
