[Hong Kong SFC Chief Executive Officer, Felix Leung: Plans to Develop Cybersecurity Architecture for Licensed Institutions to Enhance Their Ability to Resist AI-Driven Cyber Threats] At Hong Kong Fintech Week 2026, Felix Leung, Chief Executive Officer of the Hong Kong Securities and Futures Commission (SFC), stated that Hong Kong's artificial intelligence (AI) development is rapid, and its applications are expanding. The SFC will develop principle-based practice guidelines for highly autonomous AI applications, focusing on ensuring market security and maintaining accountability and human oversight throughout the workflow. The SFC plans to develop a cybersecurity architecture for licensed institutions and impose higher requirements on higher-risk institutions to enhance their ability to resist AI-driven cyber threats. Furthermore, Hong Kong institutions are leading the way in tokenization, but tokenization must generate substantial economic benefits for the market to achieve scalability.
