[Italy Plans to Impose a 33% Exit Tax on Crypto Asset Holders Moving Abroad; Unrealized Gains Also Taxable] According to a report by Italian crypto media Criptovaluta.it on November 1st, Italy is discussing incorporating an exit tax into its new fiscal year budget, imposing a maximum 33% tax on unrealized capital gains for crypto asset holders moving abroad. This tax may apply even if the relevant Bitcoin or other crypto assets have not yet been sold. According to the disclosed draft, this provision applies to individuals who have been Italian tax residents for at least six of the past ten tax years and whose total assets are valued at €800,000. Taxable gains are calculated as the positive difference between the market value of the assets and the purchase cost at the end of the tax year preceding the termination of their tax residency. This exit tax is not limited to cryptocurrencies; it also covers other asset classes, with government bonds potentially eligible for tax benefits. Currently, the relevant provisions are still in the draft discussion stage and have not yet received formal approval.
