The story about Starknet freezing 428 STRK tokens (approximately $19) transferred by the Binance hack is just for fun; there's no on-chain evidence to prove its authenticity.
Activating the freeze privilege isn't as simple as founder @EliBenSasson or any other single privileged individual clicking a freeze switch. Similar to Arbitrum, Starknet requires the signatures of 9 out of 12 members of its Security Committee (SC) to execute an emergency freeze.
You're telling me Starknet went to great lengths to coordinate multiple signatures just to help Binance recover $19? I don't believe you for a second.
