[French Senate Passes Bill on Automatic Exchange of Crypto Asset Tax Information]
Odaily reports that the French Senate has passed a bill in its first reading authorizing tax authorities to automatically exchange crypto asset transaction data with their foreign counterparts. The bill, Submitted as Bill No. 3421, is currently awaiting legislative approval.
The bill covers agreements on the exchange of crypto asset tax information and updates existing agreements on the exchange of financial account information. The crypto asset portion is based on the Crypto Asset Reporting Framework (CARF) developed by the OECD, setting common standards for the collection and automatic exchange of crypto transaction information by participating jurisdictions.
France has already passed the 2025 Finance Bill, implementing the eighth amendment to the EU Directive on Administrative Cooperation (DAC8), requiring crypto service providers to report customer identities and transaction data to tax authorities, who then share the information with the EU countries where users reside. French lawmakers are also discussing adjustments to the crypto tax in the 2027 budget. An amendment passed by the National Assembly on October 16th proposes taxing gains from the conversion of cryptocurrencies into stablecoins pegged to specific fiat currencies, effective January 1, 2027; however, this measure has not yet become law.
