[Russian Central Bank: Restrictions on Non-Custodial Wallets Do Not Apply to International Settlements] According to a report by Jinse Finance on October 29th, citing TASS, Vladimir Chistyukhin, First Deputy Governor of the Central Bank of Russia, stated that the restrictions on non-custodial wallets in Russia's proposed cryptocurrency bill do not apply to international settlements, and their use remains permitted in relevant scenarios. He stated that the possibility of Russian investors using non-custodial wallets was discussed during the legislative process, but the final decision was to prohibit investors from directly using such wallets for investment, in order to reduce anti-money laundering risks and strengthen regulation. He added that users can still transfer crypto assets from custodial wallets within Russia to custodial wallets in overseas infrastructure, and then to non-custodial wallets.
