Another one. The primary corruption in the Adams case was the 1:8 political matching donations. The city of NY gives $8 in campaign funds for every $1 donated. It creates this insane flywheel that you can loop with payments to staffers and such and max out easily. That should have been something that came up in City Hall during the trial. The pardon took away that bit of city self-reflection.
