[CFTC Chairman: Disappointed by the Failure of the CLARITY Act, Will Advance Voluntary Registration for Exchanges] According to a report by Jinse Finance on October 27th, citing Bitcoin News, Mike Selig, Chairman of the U.S. Commodity Futures Trading Commission (CFTC), expressed deep disappointment that Congress failed to send the CLARITY Act to the President for signature. He stated that this legislation could have ensured customer protection for cryptocurrency trading. On the same day, he posted on the X platform, along with a Bloomberg TV interview, stating that while Congress remains inactive, the CFTC is advancing a voluntary federal registration path for cryptocurrency exchanges, applying the same mature protection mechanisms to the U.S. derivatives market. This path aims to cover platforms offering leveraged, margin, or financed retail cryptocurrency trading, involving requirements such as token listing, customer funds, conflicts of interest, and proof of reserves. The Senate failed to advance the bill in a procedural vote on September 15th by a 49-50 vote; the CFTC began soliciting comments on the framework on October 5th, with a deadline of December 14th.
