[South Korea Plans to Revise Foreign Exchange Law to Include Stablecoins as Payment Instruments] According to a report by Golden Finance, citing South Korean digital asset media Digital Asset, the South Korean government and the Bank of Korea (central bank) plan to revise the Foreign Exchange Transaction Law this year, defining stablecoins as "payment instruments" for regulation and establishing a virtual asset monitoring framework. The Bank of Korea stated that it is coordinating with the government on regulatory measures for cross-border digital asset transactions and plans to jointly submit a legislative amendment bill this year to include stablecoins as a means of payment under the Foreign Exchange Law, along with a corresponding virtual asset monitoring system. This move responds to demands from lawmakers during last year's parliamentary audit—to upgrade local payment infrastructure to global standards (such as extending the operating hours of the large-value payment system to 8 PM) and to prevent money laundering risks from the entry of global cryptocurrency exchanges. The central bank also stated that it will build an international cooperation framework to combat illegal digital asset transactions, pointing out that coin mixers and self-custodied wallets exacerbate anonymity. Meanwhile, South Korea is drafting a Basic Law on Digital Assets, covering exchange licensing and stablecoin issuance rules; Financial Services Commission Chairman Lee Eog-weon stated at a hearing on Thursday that discussions on the bill are nearing completion and the government will expedite its enactment. The central bank will continue to consult with relevant departments to minimize regulatory arbitrage during the legislative vacuum.
