The National Development and Reform Commission has issued the "Measures for the Administration of Foreign Investment": Investors have the autonomy to make decisions, bear risks, and be responsible for their own profits and losses
The National Development and Reform Commission has released a new version of the "Measures for the Administration of Foreign Investment", which provides better institutional guarantees for the development and security of foreign investment. There are a total of 76 management measures, divided into six chapters: General Provisions, Guidance and Services for Foreign Investment, Supervision of Foreign Investment, Protection of Foreign Investment, Legal Responsibilities, and Supplementary Provisions. The management measures will come into effect on December 1, 2026, and the "Management Measures for Overseas Investment of Enterprises" issued in 2017 will be simultaneously abolished. The state supports investors to carry out outbound investment activities in accordance with market-oriented principles and actively participate in international cooperation and competition. Investors have the right to make independent decisions, bear their own risks, and be responsible for their own profits and losses when investing abroad in accordance with the law.
