[UK FCA Releases 'DeFi Regulatory Guidance Consultation Draft,' Proposes Clarification on Operational Resilience and Financial Crime Prevention Requirements]
Foresight News reports that the UK Financial Conduct Authority (FCA) has released a 'DeFi Regulatory Guidance Consultation Draft.' The draft proposes clarifying how existing operational resilience and financial crime prevention requirements apply to regulated entities providing financial services through DeFi. Key areas of focus include smart contracts, cross-chain bridges, oracles, and third-party dependency risks, as well as anti-money laundering, customer due diligence, and transaction monitoring. The FCA emphasizes that using DeFi or smart contracts does not automatically exempt entities from regulatory licensing requirements. This guidance aims to explain existing rules rather than introduce new regulatory obligations.
The document notes that from January to August 2026, DEX trading volume accounted for approximately 14% to 19% of global crypto spot trading volume. The consultation period for feedback will end on November 18, with the final guidance scheduled for release in the first quarter of 2027.
