[APEC Finance Ministers Issue Policy Statement on Digital Infrastructure Financing]
According to the official website of China's Ministry of Finance, finance ministers from Asia-Pacific Economic Cooperation (APEC) member economies released the 'Policy Statement on Digital Infrastructure Financing in the Asia-Pacific Region' today in Hong Kong. The statement encourages the public sector to leverage project preparation tools, first-loss guarantees, and risk-sharing arrangements to mobilize commercial financing. It also encourages the private sector to adopt methods such as financial leasing and asset securitization, while introducing capital from pension funds, insurance companies, and sovereign wealth funds. Additionally, the statement advocates for multilateral development banks to support projects using local currency hedging tools, specialized guarantee funds, and other mechanisms to catalyze rather than crowd out private investment. All of the aforementioned cooperation is voluntary and non-binding in nature.
