Today, I ran into the same issue when trying to submit my app. It said I had an agreement to sign, but even after signing, it still said there was an agreement to sign. And in this state, I can't submit/update the app—pretty dumb. Called Apple Developer Support, and they said a lot of people have been reporting this issue recently, and they'll fix it soon. Apple just got a new CEO, and now there's a rookie bug.
