[CFTC Advisor Explains New 'Crypto Asset Market' Framework: Platforms Can Voluntarily Opt into Federal Unified Regulation, Industry Adoption Remains to Be Seen]
BlockBeats News, October 19 — Michael Passalacqua, senior advisor to CFTC Chairman Mike Selig and head of the Innovation Task Force, introduced the Reg CAM framework, or 'Crypto Asset Market,' which is being advanced by the Commodity Futures Trading Commission (CFTC) following setbacks to the Clarity Act. The framework aims to provide cryptocurrency trading platforms with a voluntary option to be included under CFTC-led nationwide unified regulation.
This arrangement primarily targets platforms offering leveraged, margin, or financing transactions to retail customers, allowing them to move away from the patchwork regulatory landscape of state money transmission licenses. Pure spot trading without leverage generally remains outside the scope of this mandatory framework. Passalacqua stated that the goal is to offer a federal pathway as an option, but whether the industry views this as an attractive compliance solution remains uncertain. The related rulemaking is currently in the public comment phase.
