Approximately 2.7 million lost BTC (with exposed public keys) cannot be upgraded (no one can transfer them to new quantum-resistant algorithm addresses), including about 1.1 million BTC belonging to Satoshi Nakamoto. These BTC are either stolen or destroyed (or euphemistically called restricted signatures, permanently frozen). There's no third option technically, only one of the two.
