[Anthropic Privately Promotes Self-Drafted AI Safety Bill to Members of Congress] According to Politico, Anthropic has independently drafted a frontier AI safety regulatory bill and privately pitched it to U.S. lawmakers. The draft sets a risk threshold for government intervention in the release of AI models: when an AI model poses foreseeable immediate risks—potentially causing over $1 billion in property damage or resulting in the death or serious injury of more than 50 people—and the risks stem from the model's ability to create and disseminate biological weapons, escape developer control, or launch cyberattacks, the government may block its release or use. The draft requires evaluation agencies to report "immediate specified risks" to the Department of Commerce within 72 hours, after which the Department may seek an injunction from the courts. However, other government departments are prohibited from unilaterally halting model development, deployment, or internal use. The draft also mandates developers to test their models, disclose the results, and undergo regular reviews by independent evaluation agencies.
