[Anthropic Lobbies U.S. Congress to Promote AI Safety Bill, Proposes Government Suspension Threshold at Over $1 Billion in Losses or 50 Casualties]
Odaily Planet Daily News: Anthropic is privately lobbying U.S. lawmakers to advance a draft cutting-edge AI safety bill. The proposal stipulates that the government may only apply to suspend the operation of AI models if there are foreseeable and imminent specific risks that could result in economic losses exceeding $1 billion or cause at least 50 deaths or serious injuries.
The draft limits regulatory triggers to three types of risks: the development or proliferation of biological weapons, AI models escaping developer control, and cyberattacks. It also requires AI developers to conduct transparent safety testing and undergo independent third-party evaluations. If the evaluation agency identifies relevant risks, it must report them to the U.S. Department of Commerce within 72 hours, which would then apply to federal courts to suspend the model's operation, with the final decision made by the courts.
Additionally, the draft seeks to restrict other U.S. government departments and officials from independently halting the development, deployment, or internal use of AI models. Anthropic stated that the proposal aims to establish a safety assessment mechanism while empowering the government to prevent the deployment of dangerous models. The draft is currently in the lobbying stage and has not yet become law. (Reuters)
