[Trump Exempts Multiple Sanctions, Restrictions, and Tariffs Under the 'Graham Act']
Jin10 Data, October 17 — According to an executive order issued by the White House on October 16, Trump has exempted multiple sanctions, restrictions, and tariffs stipulated under the '2026 Lindsey Graham Sanctions on Russia and Iran Act.' The exemptions include measures such as imposing a 500% tariff on Russian goods exported to the U.S. and a 100% tariff on countries that are major importers of Russian energy or assist in circumventing sanctions on Russian oil trade.
Additionally, the exemptions cover sanctions targeting Russia's central bank, major commercial banks, state-owned enterprises, and government officials, as well as restrictions on investments in Russia, energy trade, sovereign debt purchases, and related financial transactions.
The act was signed into law on September 18 of this year and was originally scheduled to implement multiple sanctions and tariff measures within 30 days of its effective date. Trump has invoked the presidential exemption authority granted by the act to temporarily delay the implementation of these provisions, though the act itself has not been repealed. Sanctions previously imposed under other laws and executive orders against Russia remain in effect.
