[Anthropic Proposes AI Regulation Draft to Congress, Allowing Model Shutdowns in Case of Severe Risks]
Golden Finance reported on October 17 that, according to three individuals familiar with the matter and authorized to discuss internal deliberations anonymously, representatives from AI giant Anthropic have quietly pitched a draft of cutting-edge AI safety regulation legislation to lawmakers on Capitol Hill. As Congress deliberates on how to address the rapidly evolving AI industry, this document represents a significant move by the advanced AI lab to shape regulations governing its own technology.
An Anthropic spokesperson stated: 'This bill reflects the proposals outlined in our "Frontier AI Framework." Since June, we have been advocating this framework to federal and state lawmakers. We believe these are reasonable policies, and Congress should take action on them.'
According to the draft, the government would only have the authority to block the release or deployment of a model if the following conditions are met: the model poses foreseeable and urgent risks that could result in losses exceeding $1 billion or cause the death or serious injury of more than 50 people. These risks must stem from the development and release of biological weapons, the model bypassing developer controls, or cyberattacks. The language of the provisions draws from California's AI-related legislation, including SB 53, which was signed into law last year.
