[France Plans to Impose 31.4% Capital Gains Tax on Bitcoin-to-Stablecoin Exchanges and Require Reporting of Self-Custody Wallets Exceeding €100,000]
According to Bitcoin News, French lawmakers have proposed several amendments to digital asset taxation during the 2027 budget discussions. First, the current 31.4% capital gains tax would be extended to transactions involving Bitcoin exchanges for stablecoins, limited to stablecoins that meet the MiCA electronic money token definition, such as USDC. Second, an exit tax would be imposed on individuals holding digital assets exceeding €800,000 who relocate their tax residency outside of France. Third, reporting would be required for self-custody holdings valued at €100,000 or more, with violations subject to a maximum fine of €10,000. Fourth, losses would be allowed to be carried forward for up to 10 years. On October 9, the National Assembly's Finance Committee rejected the budget revenue section by a vote of 31 to 3, and the related amendments will need to be resubmitted. The revenue section was originally scheduled for a vote on October 20, but none of the proposals have yet become law.
