[Russian Central Bank Prohibits Withdrawals from Regulated Crypto Accounts to Self-Custody Wallets]
According to a report by Golden Finance, on October 16, the Russian Central Bank clarified in updated guidelines issued on October 12 that individuals are prohibited from withdrawing cryptocurrency from regulated digital accounts to self-custody wallets they own. The Central Bank stated that this restriction is based on Article 31(9) of Russia's new cryptocurrency market law (Federal Law No. 282-FZ), which will take effect on September 1, 2026. Digital accounts are statutory accounts used to record crypto assets, while digital custodians are registered institutions responsible for recording and transferring these assets and providing access to wallet addresses.
This restriction applies to withdrawal activities within Russia's regulated custody system. For withdrawals from ordinary investment accounts, the rules cover individual residents and do not provide exemptions for qualified investors. According to Article 31, individuals who pass the required tests and receive risk disclosures may transfer cryptocurrency to wallets managed by legally authorized foreign custodians, which differs from withdrawals to personal wallets outside institutional custody. The law also sets separate exceptions for foreign trade settlements and mining activities.
The Central Bank also stated that transfers between individuals using addresses managed by digital custodians are not permitted, including transfers resulting from transactions between individuals. The aforementioned provisions fall under general cryptocurrency market laws and are not limited to rules for participants in experimental projects. The Central Bank noted that direct peer-to-peer transactions between individuals will only be allowed until July 1, 2027, when Article 30(1) comes into effect. After that date, residents who are not authorized as intermediaries in the crypto market must conduct transactions through or with the participation of authorized intermediaries. Available channels include licensed brokers and crypto exchange operators listed in the Russian Central Bank's registry.
