Ledger Car is not a vehicle. It is a storage only device: it allows you to place things within the trunk of the Car and lock the trunk and does not support driving, including driving to work or a restaurant. You therefore cannot use Ledger Car to drive places. You also cannot use it for emergency purposes, even with an engine and tires installed and on a public road.
