Is this why Circle is so strong tonight? The European Banking Authority (EBA), after completing its assessment based on the standards outlined in the Markets in Crypto-Assets Regulation (MiCA), has officially recognized USDC as a significant electronic money token (EMT). Currently, there are 45 EMTs in the EU that have completed notification under MiCA, and USDC is the first to be classified as 'significant.' What this means for Circle: 1) Market position confirmed: USDC becomes the EU's first 'significant' EMT, solidifying its legitimacy and brand advantage as the leading compliant dollar stablecoin under the MiCA framework (compared to USDT and other non-fully compliant or non-MiCA stablecoins). 2) Dual regulation (EBA + ACPR) + MoU with NYDFS enhances cross-border coordination efficiency, benefiting institutional adoption and EU market expansion. But there’s cost pressure: 1) Significant EMTs must hold at least 60% of reserves in the form of commercial bank deposits (compared to 30% for regular EMTs). This is costlier for USDC (USD-pegged) since bank deposit yields are typically lower than government bonds. 2) Increased capital requirements: Own funds requirement rises from about 2% of reserves to 3%. Compliance costs will be higher. This is a 'certification upgrade' of its regulatory status, which will aid long-term growth in the European market. The significance of this is clear—it’s just that the cost pressure is the price of the upgrade.
