According to an investigative report by *The Wall Street Journal*, former cryptocurrency advisor to the Trump administration, Bo Hines, established commercial ties between his consulting firm Nxum—of which he is a co-founder and equity holder—and the world's largest stablecoin issuer, Tether, during his push for the *GENIUS Act* at the White House. The report, citing internal documents, communication records, and payment receipts, claims that Tether paid Nxum over $6 million, with the funds distributed among the firm's three partners. Although Hines had stepped back from daily operations at Nxum, he continued discussing the progress of the act with his partners via Signal group chats while serving at the White House, during which his partners were in contact with Tether's management. The *GENIUS Act* was signed into law in July 2025, and Hines left the White House in August of the same year, quickly joining Tether and being appointed CEO of its U.S. stablecoin operations in September. These business dealings have sparked concerns over potential conflicts of interest.
