The lawsuit claims this allows these companies to enter the U.S. banking system with lower requirements for capital, liquidity, regulation, and FDIC insurance compared to community banks. In recent years, the OCC has granted or approved trust bank charters for crypto firms like Coinbase, Circle, CryptoCom, and World Liberty Financial.
