[Wyoming and NYDFS Sign Digital Asset Regulatory Cooperation Memorandum of Understanding] The Wyoming Division of Banking under the Department of Audit and the New York State Department of Financial Services (NYDFS) have signed a Memorandum of Understanding (MoU) on digital asset regulatory cooperation. This applies to entities engaged in or applying to engage in digital asset and virtual currency-related businesses in both states. The two parties will collaborate on licensing and charter approvals, joint examinations, enforcement actions, regulatory frameworks, personnel exchanges, and the sharing of non-public information. Institutions that have been licensed or chartered in one state for at least three years and are not under enforcement proceedings may qualify for expedited review when applying for similar licenses in the other state, provided their business models are sufficiently similar. Regulators will aim to make a final decision within six months of the application submission or receipt of historical examination materials. For institutions regulated by both jurisdictions, the parties will strive to coordinate examination schedules, conduct joint examinations, and share regulatory reports. They will also notify each other of potential enforcement matters and exchange updates on investigation progress.
