Florida Stablecoin Payment Regulatory Rules Effective Immediately

The core provisions of Florida's stablecoin payment regulatory framework will take effect starting October 1, 2026. According to the state's Chapter 176 Act of 2026, entities engaging in qualified stablecoin issuer activities within the state must generally obtain a license or meet exemption conditions. Qualified issuers are required to maintain identifiable reserves at a minimum 1:1 ratio, with reserves including cash, Federal Reserve account funds, eligible bank deposits, U.S. Treasury securities with a remaining maturity of no more than 93 days, and eligible government money market funds. Issuers must also disclose redemption policies, provide monthly reserve composition reports, undergo monthly audits by certified public accountants, and have certifications from the CEO and CFO. If the total issuance of state-level stablecoins reaches $10 billion, issuers must transition into the corresponding federal regulatory framework within 360 days unless granted a federal exemption, or suspend new issuances until the scale falls back below the threshold.
