[Florida's Stablecoin Payment Regulatory Rules Effective October 1]
Odaily Planet Daily News: Florida's stablecoin payment regulatory rules will take effect starting October 1. According to the new regulations, eligible trust companies within the state issuing payment stablecoins must, in principle, obtain an approval certificate. Compliant issuers are required to maintain at least a 1:1 reserve ratio, with allowable assets including cash, bank demand deposits, short-term U.S. Treasury bonds, and qualified government money market funds. Issuers must also disclose the composition of reserves monthly, undergo accountant inspections, and provide certifications from the CEO/CFO. Furthermore, if the total issuance of payment stablecoins by state-level issuers reaches $10 billion, they must transition into the corresponding federal regulatory framework within 360 days unless granted a federal exemption, or suspend new issuances until the scale falls back below the threshold.
