Iran is now pushing for negotiations over the Strait of Hormuz, likely aiming to leverage its bargaining chips into tangible benefits as the U.S. midterm elections approach. If navigation through the Strait of Hormuz is disrupted, it will continue to put pressure on energy prices and U.S. domestic politics. The closer it gets to the elections, the more valuable restoring navigation becomes for Trump. By proposing a quick reopening of the strait at this time, Iran is creating an opportunity to negotiate better terms. According to an earlier AP report, Iran emphasized during its proposal pitch that reaching a quick agreement could benefit Trump’s midterm elections. Iran itself also has a need to ease its own pressures. The U.S. blockade of Iranian ports and sanctions on oil sales have been impacting Iran’s revenue. So, the conditions Iran has proposed include lifting the blockade, releasing frozen assets, and exempting oil sales from sanctions. Continuing to restrict navigation puts pressure on the U.S., while negotiations provide an opportunity to convert that pressure into tangible benefits. Previously, Bloomberg reported that Iranian officials privately held a pessimistic view about reaching an agreement before the midterm elections. This statement reflects their expectations for the negotiation outcome, but diplomatic engagements are still ongoing. The current focus of contention is on the conditions and the order of execution. Iran wants the U.S. to fulfill certain conditions first before reopening the Strait of Hormuz and advancing subsequent nuclear negotiations. Meanwhile, the U.S. wants Iran to make substantial commitments on nuclear issues first. So, disagreements still remain. Iran’s foreign minister has urged the U.S. to provide a formal response, indicating that Iran is actively pushing for this exchange. This also shows that there’s internal unrest within Iran, and they too hope to end this conflict quickly—they’re not as tough as they seem.
