Ultimately, the U.S. dollar and U.S. debt are a confidence game.
The U.S. government owes more than $40 trillion. If, for whatever reason, a meaningful number of Treasury holders woke up tomorrow and decided to cash out of U.S. debt and move into something scarce, Treasury prices would collapse and interest rates would soar.
Higher rates would make servicing $40+ trillion of debt dramatically more expensive, further weakening confidence and encouraging even more holders to cash out.
Once someone runs for the exit, everyone has an incentive to run for the exit.
