On September 16, the U.S. House Financial Services Committee passed the '2026 U.S. Reserve Modernization Act' with a vote of 28 to 21, proposing to incorporate Trump's strategic Bitcoin reserve into federal law. The bill has only passed committee review so far and has not yet taken effect. The reserve funds come from Bitcoin confiscated through federal government law enforcement actions, not purchased on the open market. The government is estimated to hold approximately 328,000 BTC; once written into law, these holdings will be difficult to auction off.
