THE BLOCK: JPMorgan analysts say the Clarity Act is "not fully dead" after it failed a procedural Senate vote, but the window for passage before the current Congress adjourns at year-end is "extremely narrow."
The analysts now expect attention to shift toward SEC and CFTC rulemaking, though they noted that agency rules are less durable than laws passed by Congress.
