Derive community releases proposal to migrate V2 positions and balances to V3 version

The Derive community has released a new DIP proposal, suggesting that all positions and balances in V2 be migrated to V3 genesis state, and cross chain bridge funds be moved to L1. V3 is a zero knowledge exchange based on zkVM and settled on the Ethereum mainnet, using off chain matching and ZK proof risk and settlement mechanisms; Margin, pricing, and settlement calculations are executed within zkVM and verified off chain. Ethereum L1 only verifies the proof, and status differences are published to Celestia to ensure data availability.
