[Bulgarian Parliament Passes Bill Granting Tax Authorities Full Access to Crypto User Data]
Odaily Planet Daily News – On September 9, the Bulgarian National Assembly passed amendments to the Tax and Social Security Procedure Code with 149 votes in favor, 0 against, and 10 abstentions, allowing the Bulgarian National Revenue Agency to access detailed information on cryptocurrency users. The bill was approved by the 240-seat parliament.
The amendments implement two European Union (EU) directives, requiring crypto-related businesses to register and report user information to the Bulgarian National Revenue Agency, including names, addresses, dates and places of birth, tax residency, and tax identification numbers. They must also submit transaction data for various cryptocurrencies, including gross amounts received, transaction volumes, the number of fiat currency trades, and crypto-to-crypto exchange details.
Privacy advocates have criticized the extensive scope of data collection, arguing that mandatory disclosure of personal information could pose security risks. Crypto traders and small businesses have expressed concerns that the registration and reporting requirements will increase compliance costs. Supporters of the bill argue that it aligns with EU standards and will help combat tax evasion. The related directives require EU member states to adopt the measures by December 31, 2025.
