🐋 WHALE WATCH : Senate Republicans released what they are calling their final CLARITY Act offer ahead of Tuesdays cloture vote. The bill needs 60 votes to advance.
Four areas saw changes.
Ethics. Trump accepted roughly 80% of the Tillis Gallego proposal. Covered officials must divest substantial crypto holdings or move them into a blind trust. State attorneys general get enforcement authority.
BRCA. Republicans narrowed Bank Secrecy Act protections and civil enforcement. Broader criminal case protections came out of the text entirely.
Stablecoin yield. Negotiators are still fighting over whether stablecoins could pull deposits from community banks. A circuit breaker mechanism is on the table but not settled.
Agriculture title. Tighter guardrails land on vertical integration affiliate trading and conflicts involving digital commodity exchanges brokers and dealers. State consumer protection laws stay intact.
Tuesdays vote is the test. If Democrats dont move toward 60 this text dies with the session.
