According to Bits media, Vlada Gracheva, Chief Advisor to the Russian Federal Financial Monitoring Service (Rosfinmonitoring), stated that Russians will be required to provide a 12-digit Taxpayer Identification Number (TIN) when opening accounts with digital asset custodians. This requirement aims to strengthen anti-money laundering measures and enhance transparency in crypto transactions. Currently, providing a TIN is not mandatory for opening bank accounts. Under the relevant regulations, Russian digital asset custodians and foreign financial institutions must also report crypto asset transactions exceeding 60,000 rubles by Russian residents to Rosfinmonitoring and submit complete information about the payer and recipient.
