[PBOC Deputy Governor Lu Lei on Intelligent Agent Payments: Responsibility Boundaries Must Not Be Blurred, Self-Regulatory Conventions and Standards to Be Released]
According to Mobile Payment Network, Lu Lei, a member of the Communist Party Committee and Deputy Governor of the People's Bank of China, stated at the 15th China Payment and Clearing Forum that the responsibility boundaries between consumers, industry practitioners, and algorithmic systems must not be blurred in intelligent agent payments.
Lu Lei emphasized that the essence of payment is the transfer of fund ownership, which objectively requires that transaction outcomes be predictable, responsibilities clearly defined, and transaction paths traceable. Large models and autonomous intelligent agents exhibit characteristics such as output randomness and lack of transparency in logic. If intelligent agents are blindly or excessively granted decision-making authority in transactions, it could undermine the trust foundation of fund transactions.
The current governance rules and dispute resolution mechanisms in the payment industry are built around the principle of 'humans as the ultimate decision-makers in transactions.' New models where intelligent agents autonomously initiate or assist in transactions can easily blur the responsibility boundaries between consumers, industry practitioners, and algorithmic systems. Therefore, existing governance rules need to be optimized and improved.
