The White House seems to be playing a bit of a bluffing game, using a ban on the procurement of optical modules at the downstream level (with U.S. hyperscale CSPs accounting for over 70% of orders from Accelink and Eoptolink) to push China into further easing export controls on upstream indium phosphide (InP). Otherwise, both sides will struggle in the short term. Of course, in the context of a long-term tech cold war, supply chain decoupling is inevitable.
