Draft of the 'Hangzhou Artificial Intelligence Industry Development Promotion Regulations' Set to Be Released, Introducing the Concept of Token for the First Time and Establishing Institutional Arrangements to Promote Production

To achieve the goal of becoming the leading city for innovative development in artificial intelligence, Hangzhou has drafted the 'Hangzhou Artificial Intelligence Industry Development Promotion Regulations (Draft).' According to reports, the regulations emphasize open-source and openness, marking the first time in the country that open-source and openness have been designated as an independent chapter. A comprehensive institutional system has been systematically constructed, covering the entire chain from open-source community building, open-source talent evaluation, the establishment of open-source foundations, exploration of open-source licenses, to open-source compliance certification. The regulations highlight embodied intelligence, integrating it into chapters on technological innovation, industry cultivation, and scenario applications, forming a full-chain institutional support system that spans research and development, pilot testing, industrialization, and strengthening and supplementing industry chains. They also emphasize institutional innovation, designing numerous pioneering systems around areas such as computing power, models, data, applications, talent, industry, and industry-academia-research collaboration. For example, the concept of Token is introduced for the first time, with institutional arrangements made to promote production, allocation, and usage. Additionally, mechanisms such as open-source data exemption, incentives for the transformation of open-source technological achievements, and open-source security grading and evaluation are proposed for the first time. Furthermore, under the premise of safeguarding legal rights, a flexible regulatory mechanism is proposed to moderately expand the reasonable use boundaries of training data copyrights.
