July 22 — Liaoning held a provincial marine-economy conference in Shenyang. Provincial party secretary Xu Kunlin directed authorities to accelerate building a modern marine industrial system, prioritizing: scaling up marine fisheries via high-standard marine ranches, deep-water net cages and aquaculture production vessels, and boosting processing, distribution and branding of specialty seafood; strengthening marine manufacturing by accelerating smart upgrades and digital transformation, mapping strategies to strengthen, supplement and extend industrial chains and attracting chain-leading and supporting firms; developing high‑technology shipbuilding and high-end offshore engineering equipment manufacturing bases; cultivating new sectors including marine pharmaceuticals and bioproducts, marine new energy and materials, and marine+low-altitude economy (e.g., drones/UAM); and upgrading marine services such as shipping logistics, financial and insurance products and maritime legal services.
