[National Energy Administration: Accelerating the Construction of a New Energy System to Empower AI Development] Jinshi Data, July 18 – The 2026 World Artificial Intelligence Conference opened yesterday (July 17) in Shanghai. At the 'Mutual Empowerment of Artificial Intelligence and Energy' sub-forum, a representative from the National Energy Administration revealed that China will accelerate the construction of a new energy system to provide green wings for the development of artificial intelligence. It is understood that during the '15th Five-Year Plan' period, inference workloads will surpass traditional training workloads, becoming the primary driver of computing power consumption. Characteristics such as latency sensitivity, large fluctuations in load, and concentrated demand require a shift from 'spatial coordination' to 'multi-dimensional coordination' between computing power loads and the new power system. This necessitates the integrated planning of key elements such as intelligent computing power, large models, and corpus resources. Wang Hongzhi, Party Secretary and Director of the National Energy Administration, stated that nearly four out of every ten kilowatt-hours of electricity consumed by society are green electricity. With sufficient supply and high quality, green electricity is driving the transition of green computing power from concept to practice, from laboratories to application scenarios. This ensures that every kilowatt-hour of electricity is utilized to its fullest potential and that every token aligns with green principles.
