Sounds like the claim is based on China buying voter data. That’s unsurprising, many nations do that. Hackers have in the past leaked voter data online. That doesn’t mean voter data can be manipulated and that’s fundamentally different. Trump only ever does White House addresses when he is trying to use them to push new policy.
