Jin10 Data, July 15 – On Wednesday morning, the U.S. House Republican leadership unveiled a fiscal framework involving a $95 billion Republican-led appropriations plan, which Republican leaders hope to pass by late summer. House Budget Committee Chairman Jodey Arrington has scheduled a review and amendment session for the measure on Thursday morning.
The measure will initiate a "budget reconciliation process," allowing it to bypass the Senate's "filibuster" obstruction and pass a bill. The bill allocates $73 billion for military and intelligence sectors, $12 billion for agricultural aid, and another $10 billion for election grants to states and other initiatives aimed at implementing strict voter ID laws.
Even if the framework passes at the committee level—merely the first step in a lengthy legislative process—it is not guaranteed. Fiscal hawks within the committee are pushing to offset at least part of the new spending's impact on the fiscal deficit by cutting other expenditures. However, the likelihood of achieving this goal is low, meaning the plan may lack corresponding funding support, potentially sparking dissatisfaction among fiscal hawks.
