The US and Iran may enter a 'tactical pause', but the ambiguity of the memorandum must be resolved According to Golden Finance, CNN analyst Abbas Al Lawati stated that the core of the reignition of the US Iran conflict lies in the different interpretations of Article 5 of the Memorandum of Understanding between the two sides. This clause stipulates that Iran will "make arrangements to ensure the safe passage of merchant ships" and cooperate with Oman to "determine the future management of the strait". However, this clause does not explicitly grant Iran exclusive jurisdiction over shipping in the area. Negar Mortazavi, the host of Iran Podcast, pointed out that "Tehran's message is clear: the strait is open, but not on US terms," "Trump signed the agreement on paper, but now he is trying to misinterpret it at sea. Iran's response is to bring the dispute back to the text of the memorandum of understanding itself, in order to show that military force cannot rewrite the established negotiation results." The Crisis Group pointed out that the ambiguity in the memorandum of understanding may have helped end the war at first, but as both sides began to interpret the text from their respective interests, these ambiguities quickly became hidden dangers. The think tank stated that in order to prevent a complete breakdown of the ceasefire process, both sides must stop attempting to impose their own interpretations of Article 5 on each other, even if it is only to ease the situation as negotiations continue. This means that Iran needs to stop firing at ships, and the United States also needs to stop pushing for alternative shipping routes, at least at this stage. The mediator stated that they are working hard to bring both parties back to the negotiating table.
