The EU just made quantum development a legal requirement 🇪🇺 The European Commission published the Cloud and AI Development Act on June 3rd. Most coverage focused on cloud sovereignty. What people missed: the Act explicitly embeds quantum computing into EU cloud and AI strategy. Member States must include quantum development in their national cloud and AI planning. Quantum is now a mandated element of European digital infrastructure policy. Not a recommendation. Legislation. A separate EU Quantum Act is also in progress, modelled on the EU Chips Act: building a sovereign quantum ecosystem, securing supply chains, accelerating commercialisation. The US, UK, Japan, and EU are all committing to quantum at the national policy level simultaneously. This is not coincidence. It is convergence.
