[Ministry of Commerce Announces Preliminary Ruling on Anti-Dumping Investigation of Pea Starch Originating from Canada]
Announcement No. 25 of 2026 by the Ministry of Commerce publishes the preliminary ruling on the anti-dumping investigation of pea starch originating from Canada. According to the provisions of the Anti-Dumping Regulations, on August 12, 2025, the Ministry of Commerce decided to initiate an anti-dumping investigation into imported pea starch originating from Canada. The preliminary ruling determined that imported pea starch originating from Canada was being dumped, causing substantial damage to the domestic pea starch industry in China, and that there is a causal relationship between the dumping and the substantial damage. In accordance with Articles 28 and 29 of the Anti-Dumping Regulations, the investigating authority has decided to implement provisional anti-dumping measures in the form of a security deposit. Starting from July 1, 2026, import operators must provide the corresponding security deposit to the Customs of the People's Republic of China based on the deposit rates determined for each company in this preliminary ruling when importing the investigated products. The deposit rate imposed on Canadian companies is 73.5%. (Ministry of Commerce)
